Banking's Climate Conundrum

Over the past decade, a consensus has emerged among academics and policy makers that climate change could threaten stability of banks, insurers, broader financial system. In response, regulators from around world have begun implementing policies to mitigate emerging risks in sector. The United States, however, lags significantly behind other countries addressing such risks. This article argues States' sluggishness responding climate‐related risk is problematic because U.S. banking system uniquely susceptible change. vulnerability stems, part, little‐known statutory provision prohibits relying on external credit ratings bank capital requirements. Because this deviation internationally accepted standards, when rating agency downgrades “dirty” company, banks lend company need not compensate by maintaining bigger cushion. time, dynamic will likely incentivize companies borrow more intensifying system's exposure contends States must overcome unusual weakness taking bold steps safeguard domestic crisis.
